a telegram to Mesars Stephens Paul and Co. of your island and received their reply as per enclosed copies Exhibit No.1. also enclose copies of their letter to you and your reply ex

We now take the liberty to make our request direct as we feel that ampler explanations were necessary." As stated in our telegram to Messrs Stephene Paul & Co. it is our intention to ship Persian Opium to Singapore declared in transit for tran- shipment to Japan, New York etc.
3. Te bag to inform you that we have applied to the Collector of Custom in Bombay who have granted us permission to import Jersian opium into Bombay in transit Kxhibit No. 4/5.
Under the circumstances we cherish the hope that your Go- vernment will also treat our request with the same liberali ty. In support of our request which is compatible with the regula tone, we bag to submit the following facts.

Both the British India and the P. & 0. Steam-Ship Companies roularly carry Persian Opium to Singapore and the Far East. The transhipment is usually effected at Singapore, Wa beg to

for Singapore 408 Cheats & 106 Chests respectively of Persian
plum for sale at Singapore and/or for transhipment to the far
ast.
We ourselver shipped a parcel of 35 Chests of Persian Opium Per 5/3 "Dilwara" Voy:341 which were landed at Singapore and tored in a bonded warehouse and transhipped after eighteen dayı
